The printing industry that is under severe situation by changes in the social printing demand structure. Tokyo Graphic Services Industry Association (a public corporation) enhances its cohesion as an organization with unique activities, including boost of privacy mark acquisitions and information sharing via Internet broadcasting. We interviewed Makoto Saito, Executive Director of the Association, who says "An additional value creation is important to survive in the future."

Manufacturing that combines service industry elements

According to the industry statistics for 2012, the scales of printing industry are: 28,000 offices nationwide (equivalent to the number of post offices), 312,500 employees, and shipment value of \5,062 billion. Among them, breakdowns occupied by Tokyo are: 2,600 offices with 4 and more employees (18.6% of overall manufacturing industry), 55,000 employees (18.9%), shipment value of \1,083.9 billion (13.2%), which suggests the industry plays an important role in Tokyo.
The Association has demonstrated its strengths in community-based sales activities targeting at public-sector demand in Tokyo, information processing, and information security. In recent years the information and publishing field has changed dramatically due to the widespread use of IT equipment including PCs. We try to respond to environmental changes, such as advancing Internet environment and emerging e-books.
The number of members, however, has halved to 330 companies now from 700 in 1990 at the peak. We have survived the harsh business environment, constantly been close to clients, and accurately grasped needs and seeds. We have also lived together with clients and struggled to provide services, we are "manufacturers" though. The industry name of Graphic Services may imply a sign of flexible attitudes responding to various technologies and requests of clients.

Special Industry focusing on big cities

The industry originated in mimeograph printing in the post-war period, which has transitioned dizzyingly to typewriting, photo typesetting, offset printing, Mac- and Windows-enabled printing, on-demand printing, and Web-enabled printing. One feature should be it is an ‘urban-type industry’. Many information sources, including metropolitan governments, major firms in the private sector, mass media and foreign firms, concentrate in big cities. Another feature should be that the industry has been supported by success of women. In old days, typists and word processing operators supported the industry, and women are more active now.

The Association had been founded in 1962, which was reorganized into a public interest incorporated association in 2013 with a major objective of information security and personal information protection. In addition, we have emphasized the connection with citizens through conservation of the environment and BCP activities for disaster responses. With 50-years activities as a group, we’d like to continue challenging the creation of new markets with enterprising spirits and bonds (unity) with fellows.

Enhancing the credit quality of the industry; delivering of tangible and intangible benefits

Privacy Mark System, which is a certified qualification related to the Personal information Protection Act, should be a major guideline for measuring the social credibility in the printing industry. Currently 14,000 offices have a privacy mark (P mark) among which some 10% is in the printing industry. The Association plays a role as the examining institution and follows members to raise the acquisition ratio of the industry. It becomes a contact for social responses to complaints about personal information as the authorized personal information protection organization. It also delivers tangible and intangible merits by starting an Internet broadcasting JagraBB, providing industry news and technical information, and holding seminars.

A key for the added value creation to survive in the future

Having a spirit to stimulate and support each other among like-minded business operators, the Society is exploring added values and peripheral services unique to graphic services. For example, on-demand printing, one-to-one direct mailing, customer database management, and information security are the fields which member companies of the Association are developing and advancing, with printing as a core.
